A car, or an automobile, is a motor vehicle with wheels. Most definitions of cars state that they run primarily on roads, seat 1–8 people, have four wheels, and mainly transport people rather than cargo.

By that definition a tractor isn’t a car.

The only thing there that it doesn’t fit is “primarily on roads” the weakest part of the definition because there are plenty of off-road cars.

Where do tractors mainly transport people (or cargo)?

A boat is clearly closer to your definition of a car than a tractor.

People ride in the tractor, the hitch has cargo but saying a car with a hitch isn’t a car is absurd.

You saying a boat is closer because of this nonsense point is insane. Also a truck is a car, but can primarily move cargo.
